Hi,

Given the feedback I received, I think we can move on a formal vote on the
adoption of this RFC, which will open the floor to be able to merging it into
master (I might defer a bit into actually doing it)

As a remainder, the RFC is in https://github.com/OSGeo/proj.4/pull/1149 (I've
just updated it with the last 2 weeks achievements), and a HTML build of the
RFC can be found at http://even.rouault.free.fr/proj_cpp_api/rfc-2.html for
easier reading

I would like to see a revised version before voting strong support.

The work is awesome! Thanks Even for the hard work. I just sent some
feedback on the PR. Most of it is minor grammar stuff.. Apologies for not
reading and commenting on this RFC sooner. And I see Even is already
powering through the comments.
